Whether he's splitboarding one of the central Oregon's many volcanic peaks or building urban spots in Bend, Tactics snow team rider Justin Norman is always on the lookout for new places to explore.  Portland is well known for its unique skateboarding terrain, but the hilly city rarely receives enough snow to make snowboarding a possibility.  Justin had long been eyeing the handrails in the world famous Portland Rose Garden, so when he heard about a modest dusting of snow in the city, he hit up renowned filmer and photographer Shaun Daley and scraped just enough snow together to nail some heavy tricks in icy conditions.
